Community Choice Aggregation (CCA)

A new energy management model developing in California. Community Choice Aggregation permits any city, county, or joint powers authority to aggregate the electrical loads of residents, businesses, and municipal facilities for electricity purchases. An "opt-out" provision allows constituents to elect not to participate in Community Choice and to continue having their current utility provide their electricity supply.

California State Assembly Bill 117 in the fall of 2002 gave cities and counties the option of pursuing Community Choice to meet the electrical energy needs of their residents, businesses and municipal facilities.

This form of energy management has gone beyond the development stage and is in use in both Massachusetts (1997, Cape Light Compact, www.capelightcompact.org) and Ohio (1999, Northeast Ohio Public Energy Council, www.nopecinfo.org).

CCA is actively being sought in San Francisco and the Easy Bay, and is already implemented in San Joaquin Valley. But PG&E and its politicians keep getting in the way...
